The “Planning Cabo Verde’s Climate Action at the Local Level” project was presented at the III ordinary meeting of the General Council of the National Association of Municipalities of Cabo Verde (ANMCV). The event took place on July 22nd, 2026, at the Oasis Praia-Mar hotel, in the city of Praia, and was attended by the mayors and the Municipal Assembly of Cabo Verdean municipalities.
This project is geared towards the Cabo Verdean municipalities with the aim of supporting them in the planning of climate action at the municipal level, through the preparation of Local Climate Action Plans (PLAC) and Climate Communication and Awareness Plans. In this sense, the presentation of the project with all the municipalities being in attendance was of strategic importance, as it made it possible to establish contact with each of the municipal representatives, as well as to captivate their interest for the activities and results of said project.
The presentation focused on explaining the results and main activities, pointing greater focus on the role that municipalities will assume in each of them. The initiative of the Covenant of Mayors for Sub-Saharan Africa (CoM SSA) was presented, and the steps that made up the process of preparing the PLACs were explained. Here, the stage of prioritizing climate actions was looked in detail, and the example of a project sheet of the PLAC of Boa Vista was presented. The project sheets represent extremely useful tools for these municipalities, as they facilitate the search for national and international climate finance.

The interest shown by the municipalities by the end of the presentation was notable. Several inquiries were made that sought to glean more information about the process of preparing the PLACs and the type of activities that would eventually flourish to involve the municipalities, their civil societies and private sectors. In particular, the Mayor of Ribeira Grande de Santiago, Nelson Moreira, sharing his municipality’s previous experience in the preparation of the PLAC, explained to fellow municipalities the process of joining CoM SSA and the associated, namely access to resources and integration into a continental network of more than 400 African cities.
The next steps in the implementation of the project include the holding of the Steering Committee, which refers to the project body responsible for approving the Technical and Financial Document and the Annual Operational Plan, structuring documents for the project. It is co-chaired by the National Secretariat for Climate Action (SNAC) and LuxDev, the Luxembourg Development Cooperation Agency, and is attended by ANMCV as well as all Cabo Verdean municipalities. In addition to this event, the implementation of these activities on the ground is imminent. This moment will be crucial to ensure the effective involvement of municipalities from the beginning of the work, which will enable the maximizing of the PLACs and Climate Communication and Awareness Plans being used by the municipalities in the long term.
The president of ANMCV, Fábio Vieira, closed the ordinary meeting III of the General Council by urged his elected representative counterparts to “(…) know how to make the best of this moment, transforming this collective energy into motivation to move forward with more ambition, more unity and more confidence in the future”.1
The project “Cabo Verde’s Climate Action Planning at the Local Level” is funded by the Green Climate Fund (GCF) and implemented by LuxDev, in close collaboration with SNAC.
