Portuguese-language Reference Manual supports climate transparency in Cabo Verde and Portuguese-speaking countries 

The Portuguese version of the Reference Manual for the Enhanced Transparency Framework under the Paris Agreement is a support tool for technical experts, decision-makers and institutions involved in the response to climate change. The translation was carried out with the support of the Lusophone Climate Transparency Hub, through funding from the Belgian Government, facilitating access for professionals in Cabo Verde and other Portuguese-speaking countries to essential guidance for understanding and applying the transparency requirements of the Paris Agreement. 

Prepared by the secretariat of the United Nations Framework Convention on Climate Change (UNFCCC), the handbook clarifies the requirements for preparing Biennial Transparency Reports (BTRs) and for reviewing the information contained therein. It also explains how this information helps to monitor the implementation of the Paris Agreement, in particular progress towards achieving the Nationally Determined Contributions (NDCs). 

The document helps to explain the links between the various processes within the Enhanced Transparency Framework, known by the acronym ETF. In addition to the preparation of BTRs, it addresses the technical review by experts and the multilateral consideration to facilitate progress – processes that promote transparency, learning and trust amongst countries. It also includes guidance on the national institutional arrangements required to ensure the collection, processing and regular reporting of climate information. 

The handbook also sets out the links between transparency, the global assessment of collective progress, and the mechanism to facilitate implementation and promote compliance with the Paris Agreement. References to relevant decisions, timetables for the processes and access to frequently asked questions help readers navigate a complex technical and institutional framework. 

For Cabo Verde, this resource can support both the teams responsible for national reporting and the sectoral institutions that provide data on emissions, mitigation and adaptation measures, and the support required and received. Its availability in Portuguese encourages broader and more informed participation, facilitates the training of new professionals and strengthens the conditions for building sustainable national capacities. 

More than just a reporting obligation, climate transparency is a foundation for understanding the outcomes of climate action, identifying needs and guiding decisions. This handbook is therefore an extremely useful reference for those working on the implementation and monitoring of the climate commitments of Cabo Verde and other Portuguese-speaking countries.
