The approval of Cape Verde’s Climate Governance Framework is one of the main milestones of the Climate Action Programme, contributing to the efficient and effective management of climate assets, through the strengthened coordination of all national actors.
On 7 May, the Council of Ministers of the Government of Cape Verde approved the Climate Governance Framework and published it in the Official Gazette on 10 May through Resolution no. 28/2024, available here.
This is one of the main milestones of the Climate Action Programme, as the entire decision-making, advisory, coordination and implementation process for Cape Verde’s climate policy is now institutionalised. An integral part of the Climate Governance Framework is the Interministerial Council for Climate Action, chaired by the Prime Minister, the National Council for the Environment and Climate Action and the National Secretariat for Climate Action, which will have units dealing with financing, transparency, knowledge/communication and alert and diplomacy, as well as the Citizen and Climate Forum.
Climate action is a determining factor for Cape Verde’s sustainable development and must be taken on as a long-term national goal.

These bodies, along with the Climate and Environment Fund, will contribute to the pursuit of functions related to decision-making, coordination, climate negotiation, knowledge management and early warning, mobilisation and management of climate support, communication and awareness, implementation and transparency and monitoring and evaluation, focusing on inclusive processes, institutional coherence and scientific excellence.
We hope to have more information soon about the operationalisation of this framework, which we believe will greatly contribute to strengthening inter-institutional coordination and cooperation – public, private, civil society and academia – so that everyone’s efforts contribute to the resilience of Cape Verde, its people and ecosystems.
